I believe that Category:Hidden categories should be deleted and the "HIDDENCAT" switch removed from Category:Browse. I see several issues with "Hidden categories":
- Being categorized as "site maintenance," it causes a category loop by being a member of one its grandchild categories.
- "Browse" ought to be the top-level category (it actually states that it is) and I don't really see a reason for it to be hidden.
- It is unlikely that more hidden categories will be created in the future, and a perpetual one-member category is not very helpful.
As it stands, this situation means that there is no top-level category, which is something that I think is good to have. Using a hidden category makes Browse inaccessible to people without the "Show hidden categories" preference checked, which could hinder navigation. Sure, this would mean that UncategorizedCategories would always have a member, but it's a bit of required chaos in order to attain greater overall organization.
